
Biosketch
Jeffrey Harman, PhD, a health economist and health services researcher, joined the Department of Behavioral Sciences and Social Medicine at the Florida State University College of Medicine in 2015. After working for several years as a mental health counselor, he received his Ph.D. in Health Services Research. His research explores utilization and expenditures of health services, with an emphasis on the impact of health policies on outcomes, costs, and services for vulnerable populations, such as individuals with limited incomes and individuals suffering from mental illness and addiction. Dr. Harman has led multiple large scale evaluations of state-level health policies and his research has been funded by such agencies as the National Institute of Mental Health, National Institute on Alcohol Abuse and Alcoholism, the Robert Wood Johnson Foundation, Florida’s Agency for Health Care Administration, and private industry. Dr. Harman is also a Fellow of interRAI, a collaborative network of researchers and practitioners in over 35 countries committed to improving care for persons who are disabled or medically complex. He was recently named the Co-Leader of interRAI USA where his recent work has focused on assisting states with implementing assessment instruments to improve care provided to aging and disabled populations. Prior to his appointment at FSU, Dr. Harman was the Louis C. and Jane Gapenski Professor of Health Administration at the University of Florida, where he served as Associate Chair of the Department of Health Services Research, Management & Policy and was director of the PhD program in Health Services Research.

Research Focus
Dr. Harman’s program of research focuses on the utilization and expenditures of health services, with an emphasis on the impact of health policies on services for vulnerable populations, such as Medicaid beneficiaries and individuals suffering from mental illness. Other research foci include implementation of patient-centered components and integration of behavioral health care in safety net physician practices. Current funded projects include an evaluation of Florida’s Family Medicaid Family Planning Waiver and Florida’s Medicaid Managed Medical Assistance Program.
